1. First find your Settings > Network > Wi-Fi Settings
2. On the list find your active Access Point or configure one if needed. Open up the settings of the active Access Point
3. Press Advanced Settings
4. Look for DNS Settings and choose Manual
5. Go to the bottom and fill in Primary DNS Login to see   Secondary DNS Login to see
6. Leave everything else as it and press OK
7. Now perform a Internet Connection Test
8. Restart the PS Vita

Dont forget to enable the services you want to use in "User Console > Services"
